PRIORITY/ACTION MEETING ITEMS

1) (D,A) Action needed: signatures- Board resolution amending the Flex and Health savings account benefits for eligible employees
2) (D,I) Action needed: Acceptance of Joan St. Pierre’s resignation as recording secretary. Appoint new recording secretary. Jessica F.
3) (D,A) Action needed: Authorize Steve S and Duncan to apply for Town Highway structures and Town Highway Class II Roadway grant application. French Hill culvert would be one app.
4) (D,A) Action needed: Signatures: Agreement for Fire Services between VOJ and Town- Eric needs to sign. Standard contract for agreed price (same as last year).
5) (D,I) Action needed: Request for snow mobile trail across Talc Mill Park. Ellis O’Hear has requested permission to cross the park with snowmobiles to access the VAST trail. In the past he has done this including running the groomer to his house, where he used to park it. No longer needs to run groomer, but would like be able to run personal snowmobiles across property. Ellis contacted Luzenac America for permission, as landowner. They put it back in your court with stipulation that town notify Act 250 District Commission and ask if this would trigger an Act 250 amendment.
6) (D,A) Action needed: Option Agreement for Jim & Linda Jewett property. I hope to have a clean draft for the meeting, based on responses to our discussions with Jim and Linda. If you are comfortable with our draft, I recommend that you authorize Eric to sign.
7) (D,A) Action needed: Review of RFP’s for preliminary site assessment work for Jewett property. Lea is expecting quite a few responses (I already have 3). Pending Lea and my review of the proposals, we will bring a recommendation for action on the proposals, and request authorization to execute one.
8) (D,A) Action needed: Grant application for funding for Jewett property. USDA seems like one of the best sources for funding right now. Lea also wants to talk with you about the Food Coop group, who is in the beginning planning stages of multi faceted food related business ideas. They are interested in piggy backing with our grant application to get some funding to flesh out a business model. Could be a nice tie in to our park idea. We will be asking for authorization to apply for USDA funding, in some format. Due to application deadlines, we may not have time to come back with the complete proposals prior to your next meeting.
9) (D,A) Action needed: Town Meeting preparation. Is there any needed? I will bring copies of revised budgets etc to the meeting.
10)(D,I) Town’s brief for the VSC appeal
11)(D,I) Out & About is not closing; it’s just under new management. They still request the $1000.
12)(D,I) Act 250 application received for Ken Harvey- they’re creating a campground for 65 sites for a mix of RV’s and tents at 3945 VT Route 100C. This is what Arjay is coming in to brief you on. I don’t think there are any issues here for the town, as it is not on a town road and they are not seeking any town services.
13)(I) Recovery Zone Economic Development Bonds. The State has received $90mil in federal funds to be loaned out under the Vt Municipal Bond Bank auspices. Notes issued would basically have the interest bought down by 45%. This could be a possible source of funds for Jewett property.
14)(I) Update on Talc Mill Park, possible donation. I spoke with Mike Rauschkolb of Luzenac and got some good information. They are going to provide data on the environmental site conditions and Act 250 documentation. His take is that there are very few environmental concerns, but we would be bound by the 250 permit conditions. I also spoke with Bill Rossmassler about Brownfields designations. If there are issues, we could apply for Brownfields funds to remediate the site and in so doing receive liability protection.

1) (I,A) Stop Sign Ordinance. I haven’t had time to work on this.
2) (I) Development Road Policy changes. Still on the future agenda. I have a copy of new Policy from Town of Georgia.
3) (I,A) We need to go back and re-visit the Capital Budget and Plan.
4) (I) Vermont Studio Center Re: tax appeal. Basic initial filings have been made by both parties
5) (D,A) Re-Classification changes to Mines Road and Gould Hill Rd. Application to state. I will need to work on filing a request to VTRANS. I have the traffic data from LCPC; now I need the time to file the request to reclassify.
6) (D,I) I am going to list municipal building issues as an old business item.
7) (D,A) Masonic Hall building. Nothing new.
8) (D, A) Recognize Sharon Burns for community service, proclamation
9) (D,I)Petition to discontinue Class IV portion of TH #60 (River Rd W) in exchange for grant of easement for non motorized recreational path by David Butler. No news
10)(D,I) Masonic Hall clock tower next steps. No real news here. I have one name of a potential contractor.
